Bill of Lading (B/L)

A legal transport document issued by a sea carrier serving as a receipt for goods, evidence of the contract of carriage, and a document of title.

Definition

A bill of lading is the most important document in sea freight. It fulfils three critical functions: it is a receipt confirming the carrier has received the goods in the described condition, it is evidence of the transport contract between the shipper and the carrier, and — uniquely among transport documents — it is a document of title, meaning whoever holds the original B/L has legal claim to the goods. This makes it essential for international trade finance.

Types

A clean bill of lading indicates goods were received in good condition. A claused or dirty bill of lading notes damage or discrepancies. A straight B/L is non-negotiable (named consignee only). An order B/L is negotiable and can be transferred by endorsement, enabling trade finance transactions. A through bill of lading covers multimodal transport from origin to final destination.

Qatar Customs Requirement

The original bill of lading (or a telex release/sea waybill) is required for customs clearance at Hamad Port. Qatar's General Authority of Customs verifies the B/L against the customs declaration, commercial invoice, and packing list. Any discrepancies between these documents can result in delays, inspections, or fines. Electronic bills of lading are gaining acceptance but paper originals remain common in GCC trade.
