Multimodal Transport

The carriage of goods by at least two different transport modes under a single contract and a single bill of lading, managed by one responsible operator.

Definition

Multimodal transport is the movement of goods using two or more modes of transport (sea, air, road, rail) under a single transport contract issued by a multimodal transport operator (MTO). The MTO takes end-to-end responsibility for the entire journey, even though individual legs may be performed by different carriers. The shipper deals with one party, receives one document (a multimodal bill of lading), and has one point of accountability.

Why It Matters

Multimodal transport simplifies logistics for shippers by providing a single contract, single price, and single point of responsibility. If goods are damaged during any leg, the shipper claims against the MTO rather than determining which carrier was at fault. For Qatar-based businesses importing goods that travel by sea, then road to the final destination, multimodal contracts streamline documentation and liability.

Legal Framework

Multimodal transport is governed by the UNCTAD/ICC Rules for Multimodal Transport Documents and, where ratified, the UN Convention on International Multimodal Transport. The MTO's liability is typically higher than individual carrier liability, as the operator assumes network-wide responsibility. This provides greater protection for shippers but is reflected in the overall transport pricing.
